Removes the push trigger from Bootstrap Copilot Sync so it no longer runs as a merge-triggered check. Adds single-run concurrency and a 30 minute timeout for manual runs, and documents that it is an org-wide, rate-limit-heavy maintenance workflow. Validation: workflow YAML parsed with Ruby and git diff --check passed.
